Xiao-Qing eventually loses her job, and has to go begging at an underpass. The incident draws the media's attention, and even brings out Xiao-Qing's miserable past. Under public pressure, the Social Welfare decides to relocate Xing-Xing to a foster home. Yet, this "best arrangement" is actually the "worst decision" for Xiao-Qing and Xing-Xing.
